Generaly these are videos which are designed to explain an idea or concept in an interesting way. Often animated characters are used and they are often very short and straightforward - around 1min to 1.5 minutes long. The are used to "explain" things like product features or services. I know this because i work in the web development industry and must be across all kinds of digital marketing.

There are online tools available for making explainer videos. As with websites, videos, online marketing etc the tools are normally cheap enough - its the time and professionalism that makes the difference.

So the quality of the result is directly equal to thought and time invested. Anything that is cheap might seem good enough - but usually it isn't. But again it depends on how much money and time you can invest and what the potential return is. When it comes to movies, a pro editor will do the job much better - but you need more than just an editor - you need a story line that will sell - something that will capture interest. These things are not easy to get right. But if you do the return is significant IF you know how to market.
